Tier model
Tier A (Core Operator) → Tier B (Integrated) → Tier C (Functional) → Tier D (Observer/Limited). Each member has a baseline tier and a confidence band; users can override in simulation.
Voluntary future pathways
Members may optionally pursue deeper alignment tracks (e.g., long-term compacts, territory-like agreements, or statehood-like relationships) — always voluntary, always negotiated, and never required for SOP participation.
